Dholera Smart City – To Develop India’s Largest 5GW Solar Park

Since the days when India’s current prime minister, Narendra Modi, served as chief minister of Gujarat, Gujarat has been a pioneer in large-scale solar. Continuing its successful track record, the Indian state of Gujarat has approved a proposal for a 5-megawatt solar farm in DSIR (Dholera Special Investment Region).

Dholera solar park is going to be built in two phases in Dholera village, Gujarat, India, approximately 80 km from Ahmedabad. Gujarat Urja Nigam Limited (GUVN) is developing the project through public-private partnerships (PPPs).

For the implementation of the project, the company is working with Gujarat Power Corporation (GPCL), Gujarat Electric Transmission Corporation (GETCO), Solar Energy Corporation (SECI), and Power Grid Corporation of India (POWERGRID).

The first-phase 1GW of the project is being developed by GPCL with an investment of Rs5bn ($695m) whereas the second-phase 4GW is being developed by SECI with an estimated investment of Rs20bn ($2.7bn).

Dholera smart city, announced in 2009, was India’s first world-class greenfield smart city. The solar park is part of this project. The proposal also supports the government’s goal to produce 175GW of clean energy by 2022. As a result, the solar park will also create more supply chain opportunities for manufacturing units in Dholera International City and its surroundings.

New and Renewable Energy Ministry approved the project in May, while conditional approval for the first phase of construction was received in February.

Dholera Solar Park Location

A Dholera solar park will be built in the Dholera Special Investment Region (DSIR) located within the Coastal Regulation Zone (CRZ) type 1B land in Gujarat along the Gulf of Khambhat.

Dholera Special Investment Regional Development Authority is a government agency that is in charge of DSIR, which spans 920km2 and consists of 22 localities in Gujarat.

With access to road, rail, airport, and seaport, it lies near the Gujarat megacities of Ahmedabad, Bhavnagar, and Vadodara.

As a delta of five rivers-Padaliyo, Lilka, Utavali, Sukhbhadar, and Ker-the site has a high coastal vulnerability index. The intertidal area here is highly eroding and corrosive.

The solar park has a total area of 8,595ha, divided into 11 blocks by 27 plots per block. There will be three capacity blocks on each plot, each with 100MW, 160MW, and 200MW. PV modules using polycrystalline silicon technology will be installed at the solar park.

Based on tide and flood effects, the modules will be mounted on a fixed and grouted plain cement concrete (PCC) foundation and installed at a pedestal height between 380mm and 450mm. Seals made of silicon rubber will protect and support the module. Despite the high power rating of the modules, the photoelectric conversion modules will have a conversion efficiency of over 15%. They will be made from thermoplastic.

Solar Energy Transmission from Dholera Solar Park

Dholera solar park’s power will be transmitted through a 49km-long, 33kV underground cable network, including both high- and low-voltage lines. To move solar power generated from the solar panels to pooling substations and a 33kV/400kV substation, a cable network will be built across the park.

There will be two step-ups, starting with 33kV and then moving up to 200kV at the pooling substation, followed by 400kV at the grid substation operated by Power Grid Corporation of India Limited (PGCIL). Unlike a standard substation, the pooling station will be elevated to avoid flooding.

In phase one, GETCO will evacuate the power, while POWERGRID will evacuate the power generated in phase two.
